Press Conference On Post Budget Reaction Organized by BASIS, BCS & ISPAB

Bangladesh Computer Samity (BCS), Bangladesh Association of Software & Information Services (BASIS) and Internet Service Providers Association of Bangladesh (ISPAB) have organized a press conference on Post Budget Reaction jointly at Media Bazaar, Bangabandhu International Conference Centre at 11 am on 13th June. Board members of three associations were present on the occasion. Mr. Mostafa Jabbar, President of BCS, Mr. Mahboob Zaman, President of BASIS and Mr. Akhteruzzaman Manju, President of ISPAB have thanked government for mentioning several ICT projects and for Digital Bangladesh slogan and expressed their reaction on the budget later on. They expressed their opinion, enunciated government policies and vision regarding digital Bangladesh slogan. It was clear cut that if IT & ICT cannot touch everyones life directly, this slogan cannot be materialized. Government needs to allocate special fund for the ICT sector to make this thrust sector strong enough to help building the country a digital one literally. Otherwise Digital Bangladesh will remain a mere slogan. These associations have submitted several proposals to government before declaring National budget for FY 2010-2011. But there is no implication of the proposals in the National Budget. There is no clear indication regarding the development of Hi-Tech Park, 2nd Submarine Cable and land digitization in this budget as well. It was supposed to allocate nearly Tk. 700 crore for the development of ICT industry but this year budget does not have any direction about this issue. However government has not clarified its automation status in different ministries. We have observed that this automation process is very sloth. If this continues, we will not be able to achieve our goal of Digital Bangladesh by the projected time. These associations thanked government for allocating Tk. 3000 crore for Public Private Partnership. But they requested to include here the ICT development along with Infrastructure development. There was also request to reduce the internet fee for the ICT Industry. Now this industry is at its initial stage. So Government should subsidize this sector for making Digital Bangladesh within 2021. Clear-cut roadmap is the sine qua non for making the vision comes true.
