Workshop on SME Financing for Software & IT Service Sector Problems and Prospects

Bangladesh Association of Software & Information Services in collaboration with SME and special programs division, Bangladesh bank organized a roundtable on "SME Financing for Software & IT Service Sector Problems and Prospects” at the BASIS auditorium on Saturday, October 13, 2012. Ms. Nazneen Sultana, Deputy Governor of Bangladesh Bank was present at the roundtable as Chief Guest. Among others Mr. AKM Fahim Mashroor, President, BASIS and Mr. Shukamal Saha Chowdhury, General Manager, SME and Special programs gave their welcome address in the beginning of the roundtable. Mr. Rafiqul Islam Rowly, Former President, BASIS gave a key-note presentation at the roundtable.


The discussants highlighted that, SME financing in software and IT enabled services sector is very negligible which is even less than 1%. As the thrust sector of the country, software and ITES needs especial support from the banks and NBFIs. If we expect USD 500 million export from software and ITES within the next few years we need investment more than that and which can be taken from the banks as SME or Debt/ equity finance. Software and ITES sector is not yet considered as industry and which is why, the Intellectual property and other investments in this sector are not being treated as property to the banks. Still there is no specific policy to fix the value of these properties.  Bangladesh bank urged to all banks to extend their support and cooperation to the software and ITES entrepreneurs with SME financing.

The following recommendations were made at the roundtable:

1)     An ICT-friendly policy will be developed by a committee formed jointly by BASIS, Bangladesh Bank and other commercial banks

2)      BASIS will provide consultancy to the banks for individual applicant company

3)      Bangladesh Bank will initiate a Credit Guarantee Scheme soon


Head of SMEs and high officials from than 30+ banks and NBFIs took part in the discussion.
