Pre-Budget Seminar in line with the National ICT Policy and its action plan implementation

A Pre-Budget seminar titled "National ICT Policy and its Action plan implementation: Perspective National Budget" was held on 7th May 2011 at Surma Hall, Pan Pacific Sonargaon Hotel.  The three national IT associations BCS, BASIS and ISPAB jointly organized the seminar.
 
Mr. Mustafa Jabber, President, BCS presided over and moderated the seminar. Architect Yeafesh Osman, The Hon'ble State Minister, Ministry of Science & ICT was present as Chief Guest. Dr. Nasiruddin Ahmed, Chairman of National Board of Revenue, Mr. Md. Mahfuzur Rahman, Executive Director of Bangladesh Computer Council, Mr. Aftab-ul Islam, Chairman of SME Foundation were also spoke on the occasion as special guests.
 
In the seminar various important propositions were prescribed. These include developing a new service code for software & ITES which can be used during VAT registration; exemption of income tax from on software and ITES up to 2018 as mentioned in the National ICT Policy;  imposing similar AIT (advanced income tax) for computer, computer accessories & networking materials; developing ICT industry development fund (IIDF) with an allocation of 700 crore taka; finalizing 3% advanced trade vat for importer of computers & networking materials; absolute exemption of tax from all computer, computer accessories & networking tools; making an apparent outline of EEF policy; establishing of digital university also prescribed in the seminar.
 
The State minister of MoSICT said that “After a long unbreakable effort we all have prepared the national ICT policy, so it is not only the duty of ministry alone, we all have to work together for its proper implementation”. He also said that Mobile phone is playing a vital role in the dispersion of information technology & has become an integral part of it, 2 crore more subscribers have been added in the last two years and now we are ahead of Nepal in this sector. He also added that it will be a value addition in national budget allocation if we can provide the data on the benefits of technology usage. He assured that the Government has already taken so many significant steps and will take initiative so that the hi-tech park can be used as soon as possible.
 
The keynotes were presented by Mr. AKM Fahim Mashroor, Senior Vice President of BASIS and Mr. Sumon Ahmed Sabir, Vice President of ISPAB.
 
Among the other discussants there were Mr. Aminur Rahman, Member (Income Tax Policy) of NBR; Dr. Khondaker Golam Moazzem, Sr. Research Fellow of CPD; Mr. Navid Iqbal, CTO of BRAC Bank; Mr. M Kawser Uddin, President of BIJF; Mr. SM Iqbal, former President of BCS & ISPB; Mr. Habibullah N. Karim, former President of BASIS; Mr. Atique-E-Rabbani former Secretary General of BASIS; graced the seminar with their precious speeches.
 
Dr. Nasiruddin Ahmed, the Chairman of NBR said that “We will bring the ICT associations together for implementation of online VAT registration & online tax payment”. He also added that we have taken modern action plans for the digitization of National board of revenue by 2013.
 
Mr. Akhteruzzaman Manju, President of ISPAB and Mr. Mahboob Zaman, President of BASIS also spoke in the seminar on behalf of their respective associations.
 
A good number of members from three associations, high officials from Bangladesh government, financial institutions, experts from the ICT industries, and journalists & representatives from both print and electronic media were present in the seminar.
