BASIS Seeks Proper Support for Further Development to the Finance Minister

In a bid to ensure further development of the IT sector of the country, Bangladesh Association of Software and Information Services (BASIS) put forward 10 proposals to the finance minister on Thursday. 
The proposals of BASIS were placed before AMA Muhith by BASIS President Shamim Ahsan when an ICT Division and BASIS team led by State Minister for ICT Junaid Ahmed Palak met him at his secretariat office.  Among others ICT Secretary Shyam Sundar Sikdar, Executive Director of the Bangladesh Computer Council (BCC) SM Ashraful Islam, Chairperson and president of Bangladesh Women in Technology, Luna Shamsuddoha, CEO of Accenture Bangladesh Raihan Shamsi, Chairman of Walton Hi-Tech Industries Ltd, S M Shamsul Alam and Managing Director S M Ashraful Alam were present.
BASIS has proposed to consider nine IT services including IT infrastructure planning development and management, server system management, hardware management and cyber security service, as IT-enabled service (ITES). Besides, BASIS sought specific direction for NBR to consider all kinds of database software, antivirus and operating systems under HS code 8523.29.12, 8523.49.21. It also sought investment opportunity for provident fund and gratuity funds through venture capital companies, not charging double taxes on dividends of venture capital companies, and preliminarily providing tax holiday for venture capital companies. Also, BASIS has sought a special income tax fair for software and ITES companies so that they can easily submit their income tax returns, and where the return submitting companies will get tax exemption certificates.
In case of software imports through e-delivery, fee should be fixed and the customs house should be empowered so that every import doesn’t require letters from the NBR. Moreover, the proposals also include VAT management automation process should start in commercial companies, VAT exemption for locally-produced software and their sales, among others.
Finance Minister gave assurance to resolve the existing problems hindering the IT sector, especially the software development.
