Round table on Role of Proposed VAS Licensing Guideline in Localized Citizen Service Creation and National Development

Ministry of Posts and Telecommunications and Bangladesh Telecommunication Regulatory Commission (BTRC) have made a draft Value Added Service (VAS) Licensing Guideline recently. In this regard, a roundtable on Role of Proposed VAS Licensing Guideline in Localized Citizen Service Creation and National Development was organized on Wednesday, the 30th May 2012 at the BASIS Auditorium, Kawarn Bazar, Dhaka.

 

Six national trade associations involved in software, ITES and VAS businesses jointly organized this roundtable. The associations are Bangladesh Computer Samity (BCS), Bangladesh Association of Software & Information Services (BASIS), Bangladesh Association of Call Centre and Outsourcing (BACCO), Bangladesh Mobile Phone Importers Association (BMPIA) and Content Providers and Aggregators Association of Bangladesh (CPAAB).

 

Speakers from both ICT and VAS industry, Mobile Telecom operators and stakeholders took part in the threadbare discussion on every aspect of the VAS Licensing Guideline. Most of them outlined that, there are enormous scope of expanding VAS business in this country but because of the existing eco system, the entrepreneurs are losing their revenue as they are not motivated enough to generate innovative content & Applications. Though the VAS entrepreneurs are playing a significant role in providing Value Added Services to the countrymen but they are not given any financial incentives. They also highlighted that, as VAS industry is not being controlled by any license, the small software and ITEs entrepreneurs are not getting appropriate value of their intellectual properties and innovations. The leaders of all associations emphasized on immediate implementation of this policy.

 

Among others, BASIS President Mahboob Zaman, BCS President Md. Faizullah Khan, ISPAB Director Moktubur Rahman, BACCO President Ahmadul Haq, BMPIA President Mustafa Rafiqul Islam, CPAAB President Saiful Islam took part in the discussion. Mr. AKM Fahim Mashroor, Senior Vice President of BASIS gave the keynote presentation at the beginning of the roundtable.
